You describe the agenda in a few sentences. Within two working days I reply whether a pilot makes sense and send a fixed-price quote.

For AI solutions I work from the obligations under the EU Artificial Intelligence Act (AI Act). I am not a lawyer, the legal assessment stays with the contracting authority.

I am Marek Frňka, a developer from Ostrava. I design, build and hand over the project myself. You talk directly to the person who builds it and you know who is accountable for the result.
For companies I do the same work as AI automation and custom apps; training for staff builds on my AI training.

I do not have a public sector reference yet. For you that means one thing: do not start with a large contract, start with a pilot that lets you test me at low risk.

Common questions from public buyers
01Can you take part in a small-scale public contract?
Yes. The supplier is me, Marek Frňka, a registered sole trader with company ID 11834153. Qualification documents and a supplier profile are available on request. I bid only where I can deliver the scope myself and well.
02What does the pilot cost and what do you get?
The audit and prototype costs CZK 40,000 to 180,000 depending on the agenda, and I put a fixed amount in the quote upfront. You get an analysis of the agenda, a working prototype, a written description of data handling, an evaluation with an estimate of the next step, and the prototype's source code.
03How is invoicing handled?
I invoice on the basis of an order or contract, usually per delivered milestone. I am not a VAT payer, so the invoiced amount is final. Payment terms follow your organisation's rules.
04Who owns the source code and what are the licences?
Source code, documentation and accounts are handed over to your organisation. The licence or transfer of rights is set in the contract, by default so that another supplier can continue the work. Open-source components are listed in the documentation.
05Where does the data live, and does it leave the country?
Decided before the project starts: your infrastructure, an approved EU cloud, or a locally hosted language model that keeps data in-house. Personal data is covered by a data processing agreement.
06Does AI decide instead of an official?
No. AI prepares material, searches and drafts replies. Decisions and signatures stay with a person, and every output can be traced in the logs.
07Do you have public sector references?
Not yet, and I will not pretend otherwise. I show commercial projects, labelled as such. That is why I suggest starting with a pilot, a low-risk way to test the collaboration.
08How big a project can you handle?
Smaller projects: a pilot, one workload, an internal app or a smaller portal. I do not take on core state systems or large integration programmes; for those I can deliver the analysis or a prototype.
